The ledger does not establish what was purchased, what work occurred, who performed it, whether a licensed contractor or subcontractor was involved, or whether an exemption applied. Those questions remain unresolved pending the original supporting records.

Texas defines electrical work broadly (labor or materials to install, maintain, or extend an electrical wiring system and connected apparatus). A typical clubhouse light is a line-voltage fixture (commonly 120 V), not “high voltage.” Purchasing an ordinary removable bulb does not, by itself, establish regulated electrical work, and purchasing a fixture does not prove the purchaser installed it.

Do not apply the low-voltage landscape-lighting exemption to this transaction. The clubhouse is Association property, not ▒▒▒▒▒▒’s personally owned dwelling, so the homeowner exemption should not be assumed. Texas also recognizes a fact-specific maintenance-work exemption, but it must not be assumed that a sitting director who received a direct payment qualifies as an exempt maintenance employee — the employment relationship, regular duties, scope, and statutory conditions must be established first.

Related-party control (separate from the licensing question)

Pool regulation — what Texas law addresses

Association accounting records report payments to ▒▒▒▒▒▒ for “pool maintenance/repair.” Texas regulates the Association’s community pool as a Class C public pool, requires certified operational supervision, and requires licensed personnel for specified electrical work. The accounting description does not identify the exact work performed, the equipment affected, the individual who physically performed the work, any subcontractor, or any applicable license or exemption. Compliance therefore cannot be determined from the ledger description alone.

Texas public-pool regulations expressly include pools operated for property-owners associations and require Class C pools to be maintained under the supervision and direction of a properly trained and certified operator.
